Based on observation, the areas and equipment of the center inside and outside shallbe maintained in a clean safe and operable condition. Evidence: In the two year old and three year old room, in two of the bathrooms there is rust on the partition. A red residue is coming off the partition. Outside on the playground, the paint on the fence is peeling off in multiple areas.
