Evidence: 1. On June 22, 2021, interview with staff revealed in the Cuddlebugs 1 group between hours of 7:00 am and 7:30 am this group of children is over ratio by one or two children on more than one occasion. 2. On July 14, 2021 at approximately 7:38 am, Inspector observed two staff and nine children in Cuddlebug 1 group with the youngest child age, 5 months. 3. On July 14, 2021 at approximately 7:49 am, Inspector observed in Cuddlebug 1 group and there were two staff and eleven children present with the youngest child age, 5 months. 4. Interviews with staff confirmed being out of ratio on July 14, 2021 and it was revealed this is reoccurring on this specific day (Wednesdays) of the week at the center. 5. Exhibit A.
