Evidence: 1. Based upon interview with staff 1, staff 3 was sitting on the floor of the classroom with a personal cup beside her. When child 1, eleven months old, reached for the cup, staff 1 said she saw staff 3 swat the child on the hand and heard a "slapping sound". 2. Based upon interview with staff 2, she heard a "sound like a slap" and when she turned to see what had happened, child 1 was looking at her arm.
