Evidence 1. Staff #1 did not follow the center's policies and procedures when she used physical punishment, pulling and restricting the movement of a child in care. As a result Child #1 sustained a friction burn on the face. 2. The center' s "Positive Guidance and Redirection," Policy and Procedures states, "No staff member is permitted to use physical, mental or emotional punishment on any child ?in anyway." The policy further states the act of pulling and restricting a child's movement is not permitted.
