Evidence: At 12:15 pm two children got off the bus and came into the home increasing the number of children in care from 11 to 13. The home is only licensed to care for 12 children. When asked, the provider stated that the children are usually picked up by their aunt at the end of the driveway but do sometimes have to come in and wait for a few minutes. The children were picked up at 12:16 pm.
