    Where playground equipment is provided, resilient surfacing must comply with minimum safety standards and must be under and surrounding the equipment with climbing apparatus to create a fall zone free of hazardous obstacles. The resilient surfacing under and around the playground equipment did not meet the minimum safety standards. The mulch measured less than two inches in depth and did not adequately cover the required fall zones beneath and surrounding climbing equipment. The mats used did not meet the minimum safety qualifications for resilient surfacing and were not large enough to cover the designated fall zones.
