    8VAC20-780-40-E · The licensee shall ensure that the centers activities and services are maintained in compliance with the centers own policies and procedures.

    1. The centers policies states "children of all age groups will be provided with the techniques, tools and support to solve problems alongside other children. These will include training in active listening, negotiation skills, affirmations, setting limits having needs met through positive actions and learning how to cooperate and help other children. ...[children] will begin to learn to analyze a problem, develop a solution and then implement it. ...[children] will become more self-control, accept responsibility and learn to care more for others. 2. On 2/4/2026, video recording of the older toddler classroom shows child #1 throwing a tissue on the floor. Staff #1 was observed telling child #1 to put the tissue in the garbage. When child #1 did not pick up the tissue, staff #1 took child #1s forearm in their hand and forcibly had the child pick the tissue up and take it to the garbage. 3. On 2/4/2026, video recording of the older toddler classroom shows the class sitting down for circle time. Staff #1 asked child #1 to pick a book to read. Child #1 took a book from the bookshelf and threw it onto the carpet area and proceeded to climb on the window sill. Staff #1 was observed taking child #1 by the forearm and pulling the child down off the window sill and forcibly having them sit on the carpet for circle time.
