On 12/11/2025 in the Terrific Turtles classroom at approximately 10:30am, Staff A was observed on video footage roughly handling and restraining Child A (age 22 months) to redirect the child from hitting another child. Staff A grabbed Child A by their arms and pulled the child over a play tunnel and placed him roughly next to her. Child A, now crying, tried to crawl away from Staff A but was grabbed by his leg and placed roughly into the teachers? lap and was restrained by Staff A for approximately 14 seconds. Child A was released and slightly pushed away by Staff A.

8VAC20-780-410-1 · Based on interviews and video footage it was determined staff engaged in rough handling which is a forbidden action. Evidence: On 5/11/2023 at around 11:30 am three children can be seen on the carpet playing near a bookshelf. Child A (Age: 21 months) appears to move towards child B (Age: 20 months) in an attempt to bite child B. Staff A can be seen on video pushing child C (Age 23 months) to the side, causing them to fall to the ground, in an attempt to intercept the bite between child A and Child B. Staff A then pulls forcefully on child A causing child A and child B to fall to the floor. Staff A can then be seen swatting child A's arm away.
