Evidence: The LI (Licensing Inspector) observed three children ages 18 months (child A), 23 months (child B), and two years old (child C) sleeping in cribs. The children were observed sleeping on their stomachs with their blankets covering their faces and tucked under the side of their faces that was touching the mattress.
