1. In the toddler classroom, there were five toddlers napping alone in the classroom when the inspector entered the classroom. The inspector did not observe any staff supervising the children in the toddler classroom. 2. Staff stated that staff #1 was supposed to be supervising the infant classroom and the toddler classroom. Staff stated that staff #1 sits in a jointed hall between the two rooms and monitors both classrooms.

In the interview, witness #1 stated that child #1 was the only child confined to a chair while the other children were observed sitting freely. 2. Staff acknowledged that the highchair was not being utilized for its intended purpose when child #1 was placed in the chair. They acknowledged that child #1 could not freely exit without assistance.
