The inspector did not observe any staff supervising the children in the toddler classroom. 2. Staff stated that staff #1 was supposed to be supervising the infant classroom and the toddler classroom. Staff stated that staff #1 sits in a jointed hall between the two rooms and monitors both classrooms.

In the interview, witness #1 stated that child #1 was the only child confined to a chair while the other children were observed sitting freely. 2. Staff acknowledged that the highchair was not being utilized for its intended purpose when child #1 was placed in the chair. They acknowledged that child #1 could not freely exit without assistance.
