Evidence : Observation , staff interview and centers attendance computer program confirmed on July 29, 2021 there were children ages 2 years to 9 years in the butterfly classroom and the classroom was not in ratio. The ratio in the classroom with youngest being two years old should be 8 children to 1 staff. At approximately 7:10 am there were 1 staff with 10 children and 7:20 there were 1 staff with 12 children the youngest in the classroom was 2 years old confirmed by the center staff. The next staff arrived for the classroom was at approximately 7:35am. In the cuddle bugs room , there were 2 staff with 9 children at 7:25 am. The youngest in the classroom was 7 months old. The ratio for the children birth to the age of 16 months is one staff member for every four children. Staff confirmed the group was not in ratio at 7:27pm. Confirmed with staff there were only three staff in the building between 7:10am-7:35am.
