At the 1310 mark on the video, Child #1 was observed walking to Child #2's cot by the classroom door, out of view of the camera. At the 1319-mark, Child #1 was seen walking around the classroom. At 1321, Child #1 returned to Child #2's cot until seen walking around the room at 1334. At 1335, Child #1 went back to Child #2's cot. At 1338, Staff #2 entered the room and sat in the corner at a desk. Staff #1 left the classroom at 1342. Child #1 remained at Child #2's cot until 1406 when Staff #2 turned on the lights and the rest of the children started getting up from naptime. 2. Staff interviews confirmed that while Staff #1 sat at the table in the middle of the room and while Staff #2 sat at the desk in the corner of the room, they could only see the corner of Child #2's cot. The staff could not see Child #1 and Child #2 during those times.

The Inspector reviewed the classroom video which showed on 12/16/2022 at 5:54 pm staff #1 was sitting on the floor, she picked up child#1 under the arms and aggressively placed the child on a bean bag chair and proceeded to put a shoe on the child.
