    Evidence: 1. Video footage was reviewed from 5/7/2024. In the video, child #1 (age 4) and child #2 (age 4) were observed sitting behind a shelf in the classroom. For approximately two minutes, the children took turns exposing and inappropriately touching each other with their hands and mouths. In the video, staff #1 is observed sitting in a chair and looking at her phone during the incident. This exchange took place five times before staff #1 (date of employment: 1/30/2023) intervened.
