    8VAC20-780-340-A · Based on observation, it was determined that staff did not always ensure children's care, protection and guidance.

    Evidence: When the Licensing Inspector (LI) and director entered the preschool playground, a child was observed sitting alone, by the classroom door, visibly crying and told the director and LI ?I fall down, ice?. While on the playground, the LI observed two children intentionally walking and slipping on a large patch of ice on the sloped grass area on the playground. Staff were observed on the playground with the other children and it was not until the director told staff to keep the area off limits did staff intervene.
