Evidence: 1. There were 21 children, ages 4 years to 12 years, observed in the purple group with 1 staff member. Staff 3 and 4 and a record review confirmed the age of children. Child 3 was determined to be 4 years old. The required staff ratio for this group of children was 1:10 2. There were 38 children, ages 4 years to 12 years, and 3 staff observed on the playground as one group of children. The required staff ratio for this group of children was 1:10 .
