8VAC20-780-40-E · The licensee shall include ensuring that the center's activities and services are maintained in compliance with the standards and the center's own policies and procedures that are required by these standards.

The center's discipline policy to include acceptable and unacceptable discipline states that staff will model appropriate behavior and redirect children and restricting movement through binding or typing is forbidden. Staff #1 stated that on 3/09/2026, Child #1 repetitively placed their hands in their mouth which resulted in the child's saliva coming into contact with undesired surfaces and other children. To prevent the behavior, Staff #1 placed tape around the child's hands for approximately 6 minutes before it was removed. Administration acknowledged that the actions of Staff #1 were a violation of the center's policies.
