8VAC20-780-40-E · The operational responsibilities of the licensee did not ensure that the center?s activities were in compliance with the program?s own policies.

The center?s written policies state: ? Redirection will be used by staff to stop an undesirable behavior. Staff will direct the child to a desirable activity? and ?Children ??are given a short time away from the group, in order to calm down and gain self-control?. Staff #1 repeatedly returned a two-year-old child (child #1) to sit at the picnic table or on the ground, over a period of approximately 9 minutes before leading child #1 off the playground and back into the building. Child #1 was not calmed by being separated from the group of children but continued to cry and repeatedly attempted to move away from the areas where she had been placed. Child #1 was not redirected to another desired behavior or activity.
