    The operational responsibilities of the licensee shall include ensuring that the center's activities, services, and facilities are maintained in compliance with these standards, the center's own policies and procedures that are required by these standards, and the terms of the current license issued by the department. The center's discipline policy states that employees are required to use positive forms of behavioral modification and discipline to stop unwanted behaviors and encourage desired behaviors. Employees are to be direct with children, proving clear descriptions of unwanted behaviors and then explain and model appropriate and desired behaviors. On or around 10/15/2025, Staff #1 did not follow the center's policy when they removed Child #1's shirt in response to the child's continued undesired behavior of lifting the garment up and down. Administration acknowledged that the actions were inappropriate and not in line with their policies, procedures, and training.
