22.1-289.031-B-1 · (Complaint Related) The center shall establish and implement procedures for handwashing by staff and children before eating and after toileting.
In a statement dated 11/19/25, Staff #1 wrote that she saw Child #1 (age 4 years) ?licking her fingers at her seat at lunch? on 11/18/25. In an interview on 12/04/25, Staff #2 stated Child #1 ?licked her hands multiple times throughout the day? on 11/18/25 and she noticed Child #1 ?had sanitizer in her hand and was licking it? after lunch. Staff #2 told Child #1 to stop and stated it looked like she had ?2 or 3 pumps? in her hand. Child #1 was later taken to a local hospital after she was observed to be wobbly and unsteady. Medical records indicate that Child #1 had a blood alcohol level of .23 and had multiple episodes of vomiting. Child #1 was then air lifted to a second hospital for treatment. In an interview on 12/04/25, Staff #1 reported that she did not know what the regular procedure was for hand washing. Staff #1 reported that sometimes children administer hand sanitizer to themselves under supervision and that sometimes a child will administer hand sanitizer to other children under supervision. In an interview on 12/04/25, Staff #2 reported that she did not know if there were any policies regarding hand washing in writing. She reported that there isn?t any specific policy and that hand washing is left to the teacher?s discretion. Staff #2 stated that Child #1 ?gave herself hand sanitizer before going into the bathroom? before nap. Staff #2 said they supervise the children but acknowledged that they ?may not see everything?. She said that it?s ?not a set thing? whether the children wash their hands with soap and water rather than use hand sanitizer or disposable wipes. In an interview on 12/04/25, Staff #3 reported that ?handwashing is class specific? and that ?teachers do whatever works for their classroom?
