    Based on interviews with lead classroom teacher and center director, it was determined behavior guidance was not constructive in nature and was not intended to redirect children to appropriate behavior and resolve conflicts. Evidence: When a child was exhibiting unsafe behavior, Staff #1 flicked water with their fingers at the child in an attempt to calm them down.
