Areas and equipment of the center, inside and outside, shall be maintained in a clean, safe and operable condition. The approximately 5 feet tall plastic partitions used to separate Classroom 1 and Classroom 2 were pushed over by children twice within 30 minutes. The partitions fell over into the play area of Classroom 2 that was occupied by children aged 16 months-2 years.
