Evidence: Staff 2 stated that a total of 7 children, 4-5 on a daily basis, are transported by the center for after school care via the white van. Review of birth dates for the 7 children determined that 4 of the children are under the age of 8 years. There was only one child restraint device observed in the white van that is used daily for transportation. The Code of Virginia requires that any child, up to age eight, shall be properly secured in a child restraint device of a type which meets the standards adopted by the United States Department of Transportation.
