    8VAC20-780-350-C · When children are in ongoing mixed age groups, the staff-to-children ratio applicable to the youngest child in the group shall apply to the entire group. During the week of December 1, 2025, the toddler and two?s classrooms were out of ratio for varying periods of time throughout the week.

    1. The required ratio for children aged 16 months to 24 months is 1 staff per 5 children. The youngest child in the toddler classroom was 14 months old, reducing the ratio to 1 staff per 4 children, which is the required ratio for birth up to 16 months. Throughout the week of 12/1/25, there were often only 2 staff with up to 12 children in care. The amount of time the classroom was out of ratio during the week varied from 10 minutes up to 68 minutes. 2. The required ratio for 2-year-old children is 1 staff per 8 children. The youngest child in the two?s classroom was 21 months old, reducing the ratio to 1 staff per 5 children, which is the required ratio for children aged 16 months to 24 months. Throughout the week of 12/1/25, there were times when there were up to 11 children in care with only 1 staff and times with up to 14 children in care with only 2 staff. The amount of time the classroom was out of ratio during the week varied from 35 minutes up to 1 hour and 42 minutes.
