The center's safe sleep practice procedure states to always place babies on their backs to sleep. Staff #1 has been witnessed multiple times by other staff members placing infants on their stomach for nap. The center's discipline policy states WCCC does not use timeouts or physical punishment. On March 14, 2025, Staff #1 used physical punishment when physically putting a toy to a 17-month-old child's face to demonstrate why you do not hit your friends with toys.

On December 18.2024, two staff did not follow the center's procedures for identifying where attending children are at all times which resulted in a two-year-old child being left alone on the playground for approximately four minutes before a parent intervened.. The playground is located near a major university, surrounded by apartments and regular foot traffic.

Staff #1 did not follow the center's discipline policy which states: The goal of positive discipline is to help children build their own self-control so that they may share, cooperate, handle their emotions, and feel successful and in control of themselves. This is accomplished by guiding children to identify their emotions and select acceptable alternatives to their misbehavior. Teachers model appropriate ways children can solve their problems and help children practice these various positive techniques. Teachers use intentionally positive language to emphasize appropriate choices for the child, rather than focusing on the negative behavior. On October 31, 2024, Child #1 refused to clean-up, staff#1 jerked/dragged the child by the shoulder.
