Evidence: 1. Medication was kept in a draw string bag. The bag was kept on a rolling cart that the staff took with them when transitioning from the cafeteria to the black top. The cart was left unattended on the black top while the staff and children went to the top of the hill to play soccer. 2. A child that arrived late had access to the cart as he put his belongings down before joining the other children and staff on the hill.
