Approved subsidy vendors are required to comply with regulations, 8VAC20-790 (Subsidy Program Vendor Requirements for Family Day Homes), and a vendor agreement. The vendor agreement is signed by the provider as part of the approval process and contains requirements for compliance with the subsidy program. The Virginia Electronic Child Care (VaECC) cards for two children were scanned and reimbursement was received by the provider for three months, November 2022-January 2023, for two children who were last in care on 10/14/2022. Per the vendor agreement, payment may not be received for children who are not actually attending the program. The VaECC cards for the children were reportedly kept at the family day home and scanned by someone other than the parent, guardian, or alternate cardholder named by the parent who are the only allowable people, per the vendor agreement, allowed to possess or swipe the cards. The VaECC system shows the children were scanned around midnight each time.
