Evidence: There were three lightweight plastic shelving units located in an area accessible to the 12 month old child in care, that were of varying heights between approximately 4 feet and 5 feet tall. The shelves were not anchored and could easily be rocked with gentle pressure. Additionally, a large screened television was located on a low shelf and was also easily rocked with a light touch. A child could pull the shelf or television over on to themselves, if they tried to pull up by holding on to it or if they bumped into it.
