Child #1 was observed in a bouncer during which the provider was observed to place the shirt over the child's face, then holding in place the child's pacifier which was located under the shirt, and bouncing the child in the chair, as it is designed to do, in an effort to provide comfort to the child. 3. Provider stated the shirt was provided by the parent to provide comfort to the child as the child was comforted by the parent's scent and the provider had been placing the shirt on the child's face in an effort to help him sleep.
