13 incident reports were documented between October of 2021 to November of 2021 addressing concerns of excessive biting within the Toddler classroom. Based on interviews with parents the effect of children being bitten caused bruising, broken skin, and redness.

One caregiver was observed grabbing a child's left arm in an aggressive manner, and then placing the child on a carpeted area. The same child was later observed on video being grabbed by their right arm, and placed in a time-out area. The caregiver did not demonstrate good judgement, and/or self-control. The caregiver did not utilize patience when dealing with the child. A total of 16 children were observed in Room 8 with 1 caregiver. The caregiver did not have control of the classroom. There was no particular curriculum, or activity in place at the time.

The children could not be supervised properly without the caregiver being present in the bathroom, nor the classroom. The caregiver was outside was the children were in the restroom.

The day of the incident a total of 13 children were signed in, although a total of 16 children were observed on the video footage. Majority of the children were 4 years of age.
