The parent of a child in care was not given the opportunity to review the new admission form the staff had completed on the child and make any needed corrections. Based on the video footage observed, two children were observed fighting while the caregiver was standing in the doorway. The children were observed fighting for 1-2 minutes without proper supervision. The caregiver's back was to the children in care, which resulted in a child being scratched.
