During the course of the investigation neglectful supervision was determined to have occurred after a two year child crawled under the playground fence without the knowledge of any teacher or staff and was later found by a passerby on the sidewalk near a busy street. The operation and caregiver had no knowledge that a child was missing until notified by law enforcement.
