At the time of the inspection children were observed talking at a volume where caregivers could only get their attention by raising their voices, spitting milk at each other with straws, crawling in food on the floor, stomping on condiment packets where they explode across the room, ignoring caregivers when the caregiver asked redirected behavior and refusing to get out from under tables when caregivers asked them to.
