During the inspection the children in the toddler and school-age classrooms were observed to be out of control. A toddler was observed attempting to climb on the diaper changing table and another toddler was observed pushing a chair around the classroom. In the school-age room several children were observed to be running around and hitting each other, one child was picking up another child and carrying them around the room. A third child used their knees to jump onto a child's back who was laying down on the floor which caused an injury that required first aid.

The food was removed from the infants hand and discarding after Licensing's presence was announced.
