During the inspection, the caregiver was observed to step out of the classroom while children were still inside. CHildren were seen phyically fighting and climbing on top of each other. Two children were seen crawling and walking on furniture. While on the playground, children continued to walk inside the buliding without a caregiver. At one poinit, 4 children walked into the building without the caregiver being aware of it before another caregiver inside escorted the children back outside.

CCR stood infront of the caregiver for approximately 30 seconds before the caregiver was aware of CCR's presence in the classroom.
