TDOE Early Childhood Quality and Support Specialist and I met with the Program Director regarding a complaint regarding a teacher using inappropriate disciplinary techniques on a Toddler. We viewed the video where the teacher was seen using an open hand slap on the child's bottom and then forcibly trying to put the child into a self-contained highchair. It was also reported by another teacher, the teacher's expectation was for the toddler to apologize for being upset that her primary teacher was leaving for the day. Discussion was held with Program Director and Owner regarding training on appropriate discipline methods for toddlers. It was suggested to remind all teachers of the state regulations, remind them there are also managers at the facility who would assist if a teacher might be feeling stressed regarding her workload with children. They were provided rules as seen below as well as completing a POCA within 14 days from February 13, 2024. This will also require the facility to come up with a training plan for staff where there is an understanding about encouragement and appropriate discipline in a classroom. Training should include the rules stated above in the STANDARDS FOR SCHOOL ADMINISTERED CHILD CARE PROGRAMS Chapter 0520-12-01. A room-to-room observation was completed to determine ratios. Children were all napping at this time and ratios were appropriate and are listed in this summary. An unannounced visit will be planned at a later date to confirm the above information has been implemented.
