Observation: The program was observed not holding an infant while the child was feeding. An infant was restrained in a high chair with a bottle of milk alone while the caregiver was feeding another child. Rule: 0520-12-01-11 Food 1) If the program provides meals, the program shall provide developmentally appropriate meals, snacks, and drinks for each child that are of sufficient proportions and nutritional value to meet each child’s health needs in accordance with the following minimum requirements: (l) Infants must be held while bottle feeding.

Observation: Infants were observed sleeping in swings. Infants that fall asleep in such devices and/or during tummy time must be immediately placed in the crib. Rule: 0520-12-01-.10 HEALTH AND SAFETY. (15) The following safe sleep practices shall be followed: (e) Infants that fall asleep during tummy time shall be placed in their crib immediately. This also includes when infants fall asleep in any retraining device such as swings, strollers, car seats, etc. as deemed by the department.
