During an unannounced complaint visit conducted by Licensing Consultant Angela Thacker and Field Supervisor Evangelina Clear, during staff interviews, it was said that there were buckets used to wash children's hands after breakfast. Also, staff stated that they only use soap and water to clean the high chairs before eating and bleach and water used after they eat.

An educator stated that she does not check the children every day. Also, there were no documentation of any obvious marks or injuries and shall note any comments from the parents pertaining to the marks or injuries in the children's files.

During an unnanounnced visit to the agency to serve a safety plan. The Licensing Consultant (LC) observed the Infant room (ages 3 mo-1 yr old) was over capacity and out of ratio (2:9). The 2 yr old room and the pre-K room (ages 2-4) were combined for breakfast but were also out of ratio and overcapacity (2:25). When the LC told the Infant educators that they were out of ratio, an Educator who was preparing breakfast (in the kitchen) took one of the 1-year-olds out of the infant room, to the pre-k room. Now there were 2 educators and 26 children present (2:26), and they were 1-4 years of age. When the director arrived to the agency, the LC was in the Prek room where the 1-4 yr olds were combined. The LC was walking back to the front of the agency with the director, when the LC observed one educator in the classroom with 8 infants by herself. One of the educator's left the room and was in the kitchen across the hall getting milk. The LC told both educators at no time are they ever to leave the classroom with one educator at 8 infants and the ratio of 1:4 shall always be maintained. The educator returned to the classroom.
