Observation: On May 8, 2020, a complaint was received about the lack of supervision on the playground. Three educators were on the playground with approximately 25 children. At one point, two educators went inside the agency leaving one educator to monitor the children. The educators were not seen supervising the children or engaging with them as they played. A child was observed throwing a toy over the fence and into the road. A car driving by stopped, retrieved the toy and took it to the child at the fence. This was all unobserved by the educators. On 5/19/20 PE Turbyfill observed two educators were engaged in conversation and were not supervising the children on the pre-school playground. One child was observed climbing on the red roof of a house like structure unnoticed by the educator. At one point, one educator was observed on an iPad or other device and the other educator was at the fence talking with the educator from the younger class. Another educator was standing at the gate with her back turned and she could not see the children on the younger playground. Three children were in a corner of the playground and were completely out of sight of the educator. 1240-04-01-.11 SUPERVISION (1) Supervision Procedures. (a) To ensure the health and safety of all children enrolled, the management of the child care agency shall maintain a system that enables all children to receive a level of supervision that is appropriate to their age and their developmental, physical and mental status.
