At 10:23 am on classroom video from that date, Program Evaluator observed an a child crying and having a tantrum and the classroom educator took him by his upper arm and without his volition and moved him across the room and placed him in a chair, guiding him by his upper arm the entire time.) Corrective Action Plan: the educator will receive training on appropriate discipline from CCR&R.
