A child shall be released to either parent unless a court order on file at the facility states otherwise. If a child is released upon the oral designation of the parent, the information shall be logged in the child's record.

    During the renewal inspection conducted on 4/26/23, Cert Rep observed a staff person release two children who were siblings to a person who was not their parent and was not listed as a designated release person on their emergency contact forms. Staff reported that the parent gave them oral designation to release the children to this person however there was no information logged in the children's records.
