At approximately 2:20pm, Staff #1 left the toddler room and went into the infant room leaving the 7 children unattended with no staff person present. At approximately 2:25pm, Staff #1 was observed talking on a cell phone while supervising 6 children on cots and 1 child moving about the toddler room.
