It was later learned that Staff Person #5 had been directed by Staff Person #7, a person in a management position, to complete In-Person Pediatric First Aid and CPR training as proxy for Staff Person #4. The staff person shall be physically present with the children in his group on the facility premises and on facility excursions off the facility premises.

At 2:15pm in the older toddler room, staff person #1 named 4 older toddlers and staff person #2 named 3 older toddlers, leaving 3 older toddlers not named. When asked about the children, staff responded with they were in the staff person's group who was on lunch.
