Based on discussion with staff and video evidence, Staff #1 was observed to aggressively pick up a child, who was standing while holding onto a shelf, under their arms and place the child roughly in a sitting position on the floor. Staff #1 then picked the child up again, cradled them in their arms and proceeded to rock the child up and down using rapid, aggressive motions.

Upon entering the play space, facility persons #1 and #2 were going through the cards of the 16 children in the play space stating an assistant teacher in one of the classrooms was off unexpectantly and the rooms were combined. When asked, facility person #1 identified 10 children and facility person #2 identified 5 children, leaving 1 child unaccounted for. When asked again, facility person #2 identified a total of 8 children and facility person #1 identified 9 children. Of the children identified, 2 of the children were identified by each facility person and 1 was not identified at all. Facility person #3 then pulled the children together and facility persons #1 and #2 identified their respective supervisory groups.
