Based on interviews with Staff, it was confirmed that Staff Person #3 and #4 hid Child #1, a young toddler, from a parent on 3/18/26 at 1:30 when the parent arrived at the facility to pick up the child. Staff #1 and #2 also knew the whereabouts of the child but did not disclose this to the parent. At this time, the child was in the OT Room being supervised by Staff Person #3 and #4 at naptime with 9 other YT/OT. Upon hearing the parent enter the facility, Staff Person #3 instructed Staff Person #4 to take the child to the back room so the parent would not know where the child was. Staff believed they were not supposed to release the child to this parent because they were given direction by Staff Person #5 that the child was only required to be released to this parent on Fridays due to the wording of a custody agreement. Staff Person #5 admitted to being unclear of the wording in 3270.23 and believed they were only required to release the child to the parent on Fridays.
