    Facility person #1 was assigned to care for a group of 8 preschool aged children and 1 school-aged child. While in that role, facility person #1 attempted to get into a parent's vehicle of a child in care, had slow and slurred speech, was swaying on her feet while propping herself up against a cabinet, and missed her mouth when she went to take a drink of water. Facility person #1 was given a breathalyzer by law enforcement, and the results of her blood alcohol content were well above the legal limit. Facility person #1 was also unable to properly perform field sobriety tests.

    3270.113(a) · Children on the facility premises and on facility excursions off the premises shall be supervised by a staff person at all times. Outdoor play space used by the facility is considered part of the facility premises.
