At the time of the inspection two infants were observed to be kept strapped into rocker cots for over one half hour, and one toddler, child #1, was observed to be in a high chair with no meal or activity for the same duration of time. When released from the high chair child #1 did leave the room where care was being given and was out of the eyesight of the provider, when child did not return upon verbal request, care giver did leave one of the infants in the main room to retrieve child #1
