A facility person may not single out the child for ridicule, threaten harm to the child or the child's family and may not specifically aim to degrade the child or the child's family.

Staff person #1 used physical punishment with a child in her care by pulling the child by their hood across the playground. In addition, staff person #1 singled out a child and provoked another child at facility to hit and fight child.

3270.113(e) · A facility person may not restrain a child by using bonds, ties or straps to restrict a child's movement or by enclosing the child in a confined space, closet or locked room. The prohibition against restraining a child does not apply to the use of adaptive equipment prescribed for a child with special needs.

Staff person #1 restrain a child by holding them with arms and legs at facility in the playground area of facility. Incident was observed by a school district representative who was at facility doing Pre-K count observations and reported incident to director who confirmed complaint violation through facility video surveillance.
