Staff person #1 stated that child #4 must have gone downstairs when another child was using the restroom. Child #4 was not under supervision of any staff person when child #4 left the upstairs preschool room and walked downstairs to the gross motor room.

Staff person #1 stated that child #4 must have gone downstairs when another child was using the restroom. Child #4 was not under supervision of any staff person when child #4 left the upstairs preschool room and walked downstairs to the gross motor room.
