At approximately 1:20 pm, staff person #1 was observed alone in the toddler room with 9 young and older toddlers, who were lying on their cots. The staff person was sitting on the floor with their back against a cabinet. Four of the children were sleeping on the same side of the cabinets as staff person #1 and five of the children were sleeping on the other side of the cabinets, behind the staff person. Because of where the staff person was sitting and the positioning of cots, staff person #1 could not see, hear, direct and assess those five children. At approximately 1:25, staff person #6 was observed in the first half of the preschool room with 8 children who were lying on their cots. The staff person was sitting at a desk in the front of the space. Because there was a play wooden kitchen in the middle of the space, staff person #3 could not see, hear, direct and assess one of the children because they were lying behind the kitchen. At approximately 1:28, staff person #3 was observed in the back half of the preschool room with 10 children who were lying on the cots. The staff person was sitting at a desk in the front of the space. A child was lying in the corner of the room, which was obscured by furniture, so the staff person could not see, hear, direct an assess the child.
