    At approximately 10:18am, Staff Person's #1 and #2 were observed to be caring for a mixed age group of children in the Older Toddler Room. The children were identified as 2 young toddlers, 4 older toddlers, 3 preschoolers and 1 young school ager. Staff Person #2 was observed to leave the Older Toddler Classroom on three occasions to retrieve snacks from the Middle Preschool Room. This resulted in Staff Person #1 being alone with the mixed age group of children. The mixed age group ratio for a group that includes Young Toddlers is 1:5 which placed Staff Person #1 with an additional 5 children over the required staff:child ratio.
